Operations Manager (Highways/Roads)

Salary: £70k + Car + package

Based: East London

 

My client a leading Civil Engineering company based in the UK is looking for an Operations Manager to manage the maintenance teams and maintain the structural integrity of the Highways/Motorways across London.

  • You will manage the operational health, safety and environmental matters and promote improvements and develop the Plans and Strategies associated with the highway maintenance service in London.
  • Provision of out of hours Emergency Responsiveness in response to major incidents and Winter Maintenance Operation Service to meet the Authority’s policies as well as the requirements of the Highway Act 1980
  • Provide a responsive, customer focussed maintenance and operations service
  • Ensure compliance with the business and Authority’s policies and strategies
  • Ensure that Risk Assessments, Method Statements and COSHH Assessments are carried out in a timely way and that any improvement activities are fully resourced to deliver best value
  • Develop, promote and oversee recycling activities and carbon and water reduction targets
  • Attend and Participate in Team and Annual Briefings
  • Manage operations to achieve the performance targets set within the Contract
  • Deliver the business plan objectives and support the Framework Director in operational objectives
  • Prioritise resources and equipment to ensure successful delivery of the Contract
  • Support the internal client requirements and objectives (schemes, call off services etc)
  • Assist with the formulating and reviewing of appropriate recruitment and training strategies
  • Ensure that Principal Contractor under CDM is executed for all maintenance activities and works
  • Work with the HSE team under CDM to ensure safe construction and maintenance
  • Financial returns in line with budget, including DSO and WIP targets.
  • Financial reporting carried out within the company timetable, in collaboration with the Financial Controller.
  • Safety performance measures in line with Safety Objectives and statutory reporting.
  • IMS monitoring in line with the principles of EFQM, ISO 9001, ISO14001 and OHSAS 18001, working towards ISO 27001 and 44001 standards.
  • People measures (e.g. staff turnover, appraisals, training plans) in line with Business Plan and carried out according to timetable.
  • Achieving the logistics strategy and planning requirements set out in the tender
  • Achievement of all KPI targets related to operational performance

 

Skills & Attributes

  • Member of appropriate professional body         
  • Experience of highways maintenance or a related field, previous team leadership/management experience
  • Good working knowledge of highway asset management systems
  • Understanding of whole life costing approach
  • Good understanding of sustainability and carbon impacts of highway service
  • Competence in writing procedures and setting up systems which reflect and promote the best practices of customer care, quality, value for money, continuous improvement, and equality of opportunity in service delivery
  • Knowledge of statutory obligations affecting the service
  • PC literacy
  • Organisational skills
