The Crossrail Programme will introduce a new train service from west to east under London. It requires extensive alterations to Network Rail's infrastructure through some of the most congested and complex parts of the mainline network. These alterations are complex engineering projects in their own right. There are multiple interfaces across all disciplines and with the core section under London. It is vital that the network remains operational during construction. A project engineering team has been formed to develop and drive forward the engineering of Network Rail's projects across the overall Programme

Job Purpose:

  • To lead the Programme in development of the System Level Safety Case, for the timely introduction of enhanced infrastructure.
  • To be the Programme expert for project-level engineering safety cases.
  • To establish the framework for the amendment and integration of associated Train Operating Companies rolling stock safety submissions, covering the introduction of a new fleet of trains and modifications of the existing fleets

Key Responsibilities:

  • Devise and be responsible for the Programme System Level Safety Case and Programme Safety Risk Register / hazard log.
  • Lead obtaining of Interoperability Decisions for the Programme from the statutory authority.
  • Secure appropriate approvals for the design development phase of the Programme from the relevant safety authorities, including Project Review Group, London Underground Limited, Notified Body(s) and Her Majesty's Railway Inspectorate.
  • Lead the presentation and technical argument for submissions to these bodies.
  • Specify system safety requirements to individual projects.
  • Create, and roll out across the Programme a strategy for integration of infrastructure project safety cases and rolling stock safety cases into the System Level Safety Case.
  • Develop and roll out verification and validation processes which confirm that safety requirements have been achieved at sub-system level.
  • Provide an expert advice service for all infrastructure projects' teams whose work impacts upon third party TOC and FOC vehicle safety cases.
  • Determine with train operators the most efficient method to achieve amended train safety cases and manage the production of, or commission, any technical assessments and documentation to be produced by the Programme.

Essential Skills required:

  • Degree qualification
  • Chartered Engineer
  • Substantial rail industry experience
  • Sound experience in achieving the requirements of Safety Review Guides, Safety Review Programmes, Project Review Guides, Independent Safety Assessments and Her Majesty's Railway Inspectorate
  • Experience of the Rail Vehicle Certification and Safety Case approval process
  • Able to simplify complex technical issues and communicate to Approval bodies
  • Knowledge of Engineering Safety Management ("Yellow Book") Desirable
  • Six Sigma Yellow Belt
  • Knowledge of rolling stock systems that interface with infrastructure
  • Substantial experience in related railway disciplines
  • Appearing as lead presenter at each type of Safety Body meeting

What we are looking for:

The successful candidate will have a Rail background - LUL will be considered, but they must also have worked with Rail and have come into contact with NR previously. They will have an excellent overall knowledge of Rail systems safety, approval processes and regulations. The project is obviously still at the conceptual stage, and we will therefore be looking to this person to lead the project in terms of how to demonstrate systems safety and how to get the proposed safety plan approved by the relevant bodies.
