The Network Rail enhancements team in Birmingham are involved in enhancement schemes delivered by both third parties and more recently by Network Rail. Network Rail has a vital role facilitating third party schemes but also developing and delivering enhancement schemes on behalf of third parties and other key stakeholders.
The client undertakes the engineering on the smaller and medium size projects both for Network Rail delivery and Third Party delivery. The projects are multidisciplinary and include the design and construction of new stations, platform extensions, new depots and depot extensions, new multi-storey car parks, linespeed improvements, new underbridges and overbridges and increased track capacity works.
Brief Vacancy Description
The Enhancements team in Birmingham is seeking an experienced Project Engineer - Civils to join the multidisciplinary engineering team. The successful candidate will be responsible for the civil engineering design and construction aspects of projects. The successful candidate will have to ensure that the all civil engineering designs can be safely constructed and that all site work is undertaken safely on site.
As Project Engineer you will be required to provide civil engineering support to the enhancements team. To ensure that appropriate engineering standards are used in relation to design and/or construction on allocated projects within the national programme and that they comply with the requirements of the Guide to Railway Investment Projects, relevant legislation, Railway Group and Network Rail company standards, and Network Rail procedures. To manage design and/or construction activities for allocated projects.
Job Description
The successful candidate will review and comment on feasibility studies, scheme designs and detailed design on behalf of Network Rail for civil engineering works, station and depot works, be responsible for ensuring compliance with legislation and civil engineering standards and procedures for design and construction. The Project Engineer will also provide engineering advice to the Designated Project Engineer on civil engineering issues, design and construction activities and site supervision. You will be required to manage the civil engineering approvals process, respond to technical queries and review high risk work plans. In addition you will be required to liaise with external contractors including Designers and internal Development and Project Managers. You will also undertake the role of Designated Project Engineer on some projects. The Project Engineer will have to ensure that the all designs can be safely constructed and that all site work is undertaken safely on site.
The successful candidate will have a significant years experience both in design and construction of civil engineering infrastructure, preferably within multidisciplinary projects in the railway environment. A technical qualification to HNC/HND or GNVQ level in civil or structural engineering is essential. Membership of a relevant professional institution would be considered an advantage as would an appreciation of environmental issues in engineering works.
Key Accountabilities:
- Implement Network Rail systems and procedures to ensure a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities, as appropriate, on relevant projects, being aware of all relevant legislation and liaise with regulators and others as appropriate.
- Ensure that specific projects managed by Investment are engineered to the standards and specification of Network Rail and ensure that allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company standards, formal specifications and procedures.
- Ensure that all Engineering activities result in schemes that are affordable and that meet programme requirements for time, cost and quality.
- Ensure the use of relevant techniques and procedures of Quantified and Qualitative Risk Assessment and HAZOP analysis to allocated projects and ensure that the environmental aspects of allocated projects are managed in accordance with Network Rail Environmental Policy.
- Supervise design and specialist consultants and contractors.
- Advise project management in respect of all construction activities including testing and commissioning and site supervision, as appropriate and ensure that the design and/or construction elements of relevant projects meet the requirements of current legislation, including CDM Regulations.
- Assurance of the competence of contractor's design/construction/specialists staff.
- Undertake reviews of design and/or construction activities. Arrange audits of contractors to ensure that safety and quality of design, construction, testing and commissioning and management systems is adequate.
- Carry out the duties of Nominated Engineer for specific projects.
- Identify and share best practice across the various project teams.
