Site Construction Manager

My client is looking for an experienced Site Construction Manager to join their team working on the Blakfriars Station rebuild. It is essential that the ideal candidate will have experience in heavy civils and experience in an LUL environment. It will also be advantageous if they have also worked on Network Rail projects. Please do not aplly if you do not have and LUL background. See below for the job description.

Job Purpose:

To undertake the construction management of a portfolio of works in terms of safety, environmental, quality, specification, standards compliance, programme, change control and functionality.

Key Accountabilities:

  • 1. Develop and maintain both formal and informal liaison and procedures with contractors and within Network Rail, in order to manage construction safety, environmental management, quality, the spreading of good practice, construction progress, compliance with contract requirements for construction, work specifications and designs, the identification and processing of non-compliances and changes, operational issues and Interfaces with third parties.
  • 2. Review and accept, in conjunction with the Project Engineer, the contractor's method statements and site-specific risk assessments.
  • 3. Monitor so that contractor production and pre-possession planning meetings are held where appropriate, with Network Rail representation where applicable, and recorded, producing minutes for review.
  • 4. Monitor, by inspection and audit of work sites and review of office records and procedures, the compliance of contractors with their assurance case, health safety quality and environmental plans and method statements. Monitor so that works are carried out without risk to Network Rail controlled infrastructure, tenants, employees and the general public. Produce reports to the agreed format.
  • 5. Inspect work carried out by the contractors to maintain compliance with Railway Group and Network Rail company standards, technical specifications and contract conditions. Instruct contractors in accordance with powers delegated, where remedial actions are required and that non-conformance reports raised are closed out in an auditable manner.
  • 6. Review contractors' compliance with Network Rail accident/incident reporting procedure and undertake investigations as required.
  • 7. Manage contractors to take all reasonable actions to prevent possession overruns, disruption to tenants and the general public, incidents, late handback of works or unnecessary defects.
  • 8. Monitor and report progress of work in relation to programme and take prompt action to address (or provide recommendations).
  • 9. Assist in dealing with variations and contract claims.
  • 10. Represent Network Rail at handover/handback meetings where necessary.
  • 11. Propose and review the resource levels, including monitoring competency, needed to manage worksites, and manage allocated Site Managers and agency/consultancy staff.

Job Skills, Experience and Qualifications:

Essential

  • Relevant successful experience in the construction industry, and in a relevant railway engineering discipline or building management as appropriate.
  • HNC or equivalent qualification in construction or a relevant engineering discipline.
  • Knowledge of contract forms, quality procedures and Network Rail Safety and Environmental Conditions.
  • Working knowledge of CDM Regulations requirements.
  • Knowledge of the possession regime and an understanding of track access principles.
  • Knowledge of safety and environmental strategies, in particular health safety and environmental plans, method statements and risk assessments.
  • Effective communication skills and an understanding of customer requirements.
  • Nebosh Construction Certificate/CSSCITB scheme/Audit competency.

Desirable

  • Membership or a relevant professional body and/or educated to degree level.
  • Knowledge of quality control systems.
  • Understanding of commercial and financial procedures.
