This department is a newly formed multi-disciplinary design team within the Infrastructure Investment Construction (IIC) Estates Design Group. Based in Manchester this multi-disciplinary design team with a national remit provides a full design services for GRIP Stages 2-8 (RIBA Stages A to L) to projects on Network Rail's extensive Commercial and Operational Property Portfolio.
Brief Vacancy Description
This vacancy is for a Design Engineer Structures who will be responsible for the structural engineering development of allocated proposals from clarification of remit to project completion and manage so that the engineering design solutions are developed to best satisfy Network Rail objectives. The ideal candidate will be a Chartered Structural or Civil Engineer with a broad knowledge of railways and railway engineering.

Job Purpose
To be responsible for the engineering development of allocated proposals from clarification of remit to project completion and manage so that the engineering solutions to proposals are developed to best satisfy the business case.
Key Accountabilities
- Managing so that the development remit for a proposal properly describes the engineering requirements, scope, possibilities and operational performance targets and maintain a robust challenge to sponsoring engineers and managers. Monitor and value manage the business and technical remit and thereby optimise the business case.
- Manage so that all engineering and development activities result in schemes that are affordable and that meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
- Manage the development of suitable engineering options for a proposal giving full consideration to safety, reliability, operational capacity modelling, maintainability, ease of construction, and environmental/whole life issues.
Engineering excellence is to be supported by:
- Secure all relevant base data.
- Review whether there is compliance with appropriate standards.
- Use risk evaluation methods (e.g. HAZOP, QRA), as suitable, to evaluate and compare options.
- Use feedback from all relevant past projects, lessons learned etc.
- Maintain strict change control on scope development; evaluate cost, time and performance impacts in conjunction with development management.
- Participate in the selection of a single option for further development. Prepare or monitor preparation of reports, papers etc as necessary.
- Manage so that all engineering and development activities result in schemes that are affordable, and that meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
- Prepare structures engineering data required for detailed design, and participate in answering on-going clarifications/queries as needed.
- Ensure all structures designed by Infrastructure Investment Construction Estates Design Group are engineered to the standards and specifications of Network Rail, allocated design and construction contracts include reference to and are compliant with the appropriate Railway Group and Network Rail and Company standards, formal specifications and procedures.
- Support the Construction Design Management (CDM) Co-ordinator in all associated duties.
- Manage independent checking of safety critical design documentation, where applicable.
- To prepare CAD/Hand drawings and develop concept, feasibility and design proposals to meet business objectives.
- To establish, maintain and improve cost effective ‘corporate' design standards for new build and renewals works having due regard to the particular requirements of company standards and policies and heritage designations where these apply.
- To proactively participate as a member of integrated design and construction teams in the delivery of projects.
- To proactively participate as a member of a multi-disciplinary design team providing structural engineering designs and specifications for detailed design documentation.
- To assist the Senior Building Surveyor in order to secure smooth and successful consents and approvals.
- To review third-party technical design proposals for works to Network Rail's assets.
Job Skills, Experience and Qualifications
Essential
- A relevant engineering degree
- Chartered Engineer with membership of the Institution of Structural Engineers or Institution of Civil Engineers
- Strong evaluation and decision-making skills
- An ability to work and communicate effectively in a team context
- Conversant with Building Regulations, Planning and Consents processes
- Construction Design and Management (CDM) Awareness
- An understanding of safety management systems and risk assessment techniques
Desirable
- Design and presentation skills including use of CAD
- Broad knowledge of the railways and railway engineering.
- Formal qualifications in risk identification and assessment.
- Experienced in the use of NBS or other similar specification packages
- Formal qualifications in risk identification and assessment
