Principal Programme Engineer

The Thameslink Programme is a multi billion pound rail infrastructure project that will enhance the rail network to and through London, delivering clear and tangible benefits for millions of people. This major project will significantly increase capacity on the over-ground railway to and through London, via King's Cross St. Pancras in the north and Blackfriars and London Bridge in the south.
With significant experience in the construction of steel bridges and other structure, you will have a proven track record of working on major projects, preferably in a railway environment, and will be able to demonstrate experience of leading multi-disciplinary teams. The role includes functional management of civil engineering within the Thameslink Programme, including responsibility for competence management, career development and standards briefings for civil / structural engineers.
Key Accountabilities:
- Lead all civil engineering activity within the Thameslink Programme with the objective of making sure that business objectives are achieved, all relevant policies and standards are adhered to, and completed work is reviewed and approved to an appropriate level.
- Provide professional civil engineering leadership, guidance and support to all functions throughout the project, in particular programme / project managers and engineers, to improve decision making, design, and execution.
- Approve all appointments to civil engineering positions and oversee the training and professional development of all staff involved in civil engineering activities, to ensure the provision of appropriate development opportunities and to ensure that competence is maintained.
- Lead the review and assurance activities for all contracts with an engineering content to make sure they comply with all relevant policies, standards and Programme engineering requirements.
- Lead all civil engineering design making sure that business needs are met, all relevant policies and standards are understood and applied, and appropriate value engineering decisions made.
- Direct all civil engineering staff to liaise and work alongside other Thameslink Programme engineers with the objective of making sure that completed designs and works will operate as an integrated railway system.
- Lead all Thameslink Programme relations with stakeholders on matters relating to civil engineering matters such that the reputation of the Programme is maintained and enhanced.
The following are essential to be considered for the role:
- Chartered Engineer with at least 10 years relevant experience.
- IRSE Licence Holder at Lead Engineer or Senior Engineer level (S&T only).
- Detailed knowledge of industry standards relating to civil engineering.
- Thorough knowledge of railway infrastructure design, construction, operation and maintenance.
- Experience of engineering management.
- Awareness of financial and commercial systems.
- An understanding of risk assessment techniques would be desirable.
