Working for the Infrastructure Investment Department, you will be working within the national Programme Engineering Manager Civils team which is based in Swindon. However, consideration will be given to this role being out-based in one of the following Network Rail territory offices: Swindon, Birmingham, Manchester, London, York, or Glasgow.
The key purpose of the Infrastructure Investment department is to deliver renewals and enhancements through improved specifications and utilisation of resources and a professional management of projects while maintaining a high level of efficiency.
The planning of activities, resources, plant and equipment for Infrastructure Investment is integrated with the requirements of the operational railway through area planning and territory delivery planning units. The concept of delivery is one of integrated project teams co-located with Engineering and Contracts and Procurement.

Network Rail is re-building Reading Station. Phase 1 of the works includes: the transfer of control of all remote Interlockings currently controlled from Reading PSB together with the renewal of the Reading Station Interlocking, all of which will be controlled from the newly constructed Thames Valley Signalling Centre which will be located at Didcot.
This is a major project currently in its advanced stages of development. This phase of the works is due to be completed in December 2010.
Subsequent phases include the construction of 5 new platforms, re-modelling the track to the east and west of the station and major civil engineering works, re-signalling of the west side of Reading Station, building two new depots and the construction of two flyovers to take the tracks from Basingstoke and Newbury across the Great Western main lines at the west end of Reading Station. This phase is due to be completed in April 2015.
Your role will be to manage the use of appropriate engineering standards in relation to design and construction, on all projects within the national programme and check whether they comply with legislation, Railway Group and Network Rail Company standards. You will also monitor whether suitably qualified and experienced staff are employed to control engineering aspects of all projects within the functional discipline.
Key Accountabilities:
- Implement Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.
- Monitor the competence of all Project Engineers working on projects within the functional discipline and provide functional guidance, direction and briefing.
- Apply engineering controls and procedures to all projects and check whether all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline.
- Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Network Rail Environmental Policy.
- Monitor all projects for compliance with Railway Group and Network Rail Company standards and Network Rail project control procedures.
- Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.
- Assure whether contractors' design, construction and specialist personnel are competent.
- Undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.
- Undertake the duties of nominated design and construction / design construction engineer.
- Undertake accident investigations when remitted to by the relevant designated competent person.
The following are essential to be considered for this role:
- Significant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas.
- Technical qualifications to at least HND level or equivalent.
- Membership of a relevant professional institution.
- Experience of major contracting.
- Knowledge of structuring safety cases in support of projects.
- Knowledge of safety management and quality assurance.
- Understanding of the arrangements required for the independent assessment of works.
- Accident investigation experience.
The following are desirable skills:
- Six Sigma Yellow Belt.
- Chartered status or equivalent in the particular discipline.
- Appreciation of environmental issues in engineering works.
